Caravel response to RFP

PHP-based CMS'
One of things we're going to have to face down on the CMS decision is
the technological underpinnings and their 'fit' within the current GC
IT infrastructure. For example, Zope/Plone is a strong choice for a
CMS, but it's written in Python. We have no one who knows Python and
I'm not interested in splitting developers across PHP and Python.
Similar case for WebGUI--interesting CMS, written in modPERL. Similar for CommonSpot, good commercial CMS,
written on Cold Fusion. We migrated off of Cold Fusion in 1999 and I'm
not really interested in going back. So, I've listed some interesting
PHP-based CMS's below.
Other challenges. Most of the PHP-based systems are open source (Blue
Shoes has a commercial license), so, short of doing trial
installations, we're stuck either reading their docs, which are
frequently scanty, or talking to other users (if we can find them).
For better or worse, Caravel is going to be the 'Devil you know' since
Keith Graber Miller, John Sharp and I have already developed extensive
sites using it.

WYSIWYG editing, same as Caravel.
